Finnish Critical Communications Ecosystem

The Critical Communications Finland ecosystem covers all related sectors starting from defence, Public Protection and Disaster Relief (PPDR) i.e police, rescue, ambulance etc., critical infrastructure such as power utilities, transport and resource industries.
Further, it covers the entire critical communications value chain from end user, agencies, critical communication operator, public operators, integrators, network, device and accessory providers, application developers, training, planning and consulting.
The ecosystem seeks cooperation and exchange of best practises globally.
Unique leading edge experience
Benefit of being poor enough…
Back in the previous millenium various agency specific analogue public safety radio networks were coming to their end of life – in fact falling apart. Each agency requested funding for a replacement. This was rejected. Finland could only afford one network that had to be shared by all agencies.
Era of multiagency cooperation begins…
Nationwide digital TETRA radionetwork, Virve, roll-out was completed in the early years of 2000s. At first the user were the blue light organisations – police, fire and and ambulance – and defence. However, the benefits of being able to communicate and cooperate cross agancies became so overwhelming that all actors responsible for functioning society were invited to join including critical infrastructure and railways. This has expanded beyond national borders as Swedish and Norwegian public safety TETRA networks are cross-connected. Also joint command and control could be developed. Centralised Emergency Response Centre (ERC) takes calls and dispatches for all agencies in unified fashion throuhgout the nation. Field command system provides common situational awareness and joint preparedness process shares preparatory tasks prior to storms or other identified risks mitigating the impacts.
Transformation to information centric operation…
Currently, Virve 2, 4G/5G based service is being introduced. Group video service among other shift the operational model toward information centric operation. Experience how to build Mission Critical Broadband service is gained.

12:00 – 12:30 Direct Communications Beyond Networks: 3GPP Sidelink for Mission-Critical Operations
This live demonstration showcases how 3GPP NR Sidelink enables direct device-to-device communications without relying on cellular, satellite, or Wi-Fi infrastructure. Designed for public safety, defense, and critical infrastructure users, the demonstration highlights how first responders and tactical teams can maintain communications and situational awareness in disconnected, congested, or denied environments. The session will also present the integration of Sidelink into the HMD Secure ecosystem and its interoperability with mission-critical applications.

16:00 – 16:30 Performance and validation of Mission Critical Services under realistic conditions
The demo showcases prioritized mission critical services (C2/MCX) and their performance validation under realistic conditions. It highlights Virve 2 network and coexisting private and public 5G Standalone networks across urban, maritime, and drone use case scenarios. While new network features significantly improve QoS, coverage, capacity, and reliability, they require thorough validation and testing before deployment—demonstrated here by a joint effort of Erillisverkot, VTT, and CCF members.
